When I was in the petroleum install business some years back for gas stations, airports, etc. Some areas had to have Stage 2 vapory recovery nozzles which looked like the nozzle in your pictures. What w3rkn had stated I heard of happening before. Some of the nozzles proved to be tricky to use, while the dispenser's (gas pump) nozzle, right next to you may work a little easier.

Take a pocket knife to it next time. That should solve your issue.

Never had a problem, but this is NJ so it's not like I get out of the car while fueling up. OTOH, I've never noticed the attendant having any trouble or heard the pump kick off early. I think the vapor recovery boot is required here because every pump has it. I have had a couple cars that would always shut off early (7/8 full) but I've never had a problem with the Mustang.
