I recommend saving your money. Go to Lowe's/Home Depot and buy some Hillman plugs for approx. $1 per pair--aim for 1/16in smaller than the screws fitting your license plate holes. Then go to an AutoZone and get a DupliColor paint pen that matches your paint for $10 bucks.

In the end two pairs (one for backup) and a paint pen for around $12-15, plus a paint pen for inevitable rock chips. Trust me you can do just as good of a job if not better.

Those plugs on bumperplugs.com are definitely expensive but IMO very good quality. The paint match on mine for the DIB was perfect. Besides, duplicolor doesn't have a DIB rock chip kit.

you can plug the holes and do something like the Craigs Custom license plate bracket to cover it up more.

Go with bumperplugs.com. $28 is well worth it.
I wanna buy some but the only ones they have for my Magnetic is a twin pack and they wouldn't split because I don't need four plugs.
So if anyone also wants to buy some magnetic plus maybe I can split cost with that person.

I also live in NY. Thank goodness my dealer offered me the option of not installing the front plate. I left the dealer with it off and installed a fold away plate holder that I ordered before I picked it up. I'm glad he offered because it didn't occur to me.

I think the best you could do apart from filling and repainting the front bumper is to install some black barbed plugs to fill the holes. Or white ones and paint them body color. Id be surprised if some outfit doesn't offer filler plugs painted body color.

I bought a Camaro (LT1 Z28 POS - but a torquey MF) back in 1997 and the dealer dutifully installed the front plate. Later I filled the holes and resprayed the area. It was satin black where the screws went in so repainting wasn't so bad. I remember getting pulled over the day after and told the cop I filled the holes and repainted. He wanted to see the repair and I showed him. He, at first, accused me of lying cause he couldn't see the repair. I told him to look close and he saw where the holes were filled. He let me go. After that I put the front plate in the front window and never had a problem again.

The Mustang now dons one of these: http://www.americanmuscle.com/flipdown-licenseplate-manual.html A little flimsy but works just fine...
