Update for those who care:
Got the catback installed today with a few buddies. Sounds good. Not that loud honestly so I will be going catless downpipe. Any dangers to not tuning?

You will need a tune with a downpipe install 100%. All downpipes will eventually throw a check engine light no matter what. The P0420 is not an issue but when you get P0135 and P0147 that is when the issue becomes a problem.

Adam, is that true for catted pipes as well? Are there any that won't trigger a cel under regular use?

Thanks for chiming in Adam. Do you think you can elaborate on the issues? Besides the absence of the cat, the codes you described have to do with with the o2 sensor itself malfunctioning, correct me if I'm wrong, but won't tuning just disable any codes; not fix the issue itself? To actually fix the issue would be to replace the o2 sensor or remove it altogether?

When you say legality and catless, you are referring to a down-pipe without a catalytic converter? If so, then how would a high flow catted down-pipe be illegal compared to not having one at all? And what do you mean by catted headers? Possible sarcasm that was not understood?

Also, if you're planing to add a FMIC with intake to your turbo-back exhaust, you might want to look at fuel injectors and fuel pump. OEM fuel rails should suffice.

BTW $500 for a pro-tune on a dyno that also added the programming to my accessport in not a bad deal. With mods and a conservative tune I'm making 50% more whp and 40% more torque. But what do I know ...
I'm basically saying if you're going through the trouble of getting and installing a downpipe, you might as well get a catless for maximum results whether going for sound or power. The reason I don't want a high flow is because it's probably illegal like catless HERE IN CA anyways and I have yet to see a high flow downpipe... I am planning on getting an FMIC but I'm not getting fuel injectors or a fuel pump as they shouldn't be necessary until I go big turbo.

I'm not well versed on dyno tunes as I've never gotten one. If it works for you then great.
