Found this random spot on my hood. It feels smooth to the touch and doesn’t wipe away with a wash/ instant detailer. Does anyone know what this is?

Probably just a thin spot/run in the paint. If you can rub it off, or feel it with your fingernail, it'll most likely be under the clear coat. A body shop would polish (and possibly wet sand) the area, feather in new paint, and recoat. I'd completely forgot about it if I were you, or cover it with a vinyl decal or something lol
