Decal not sticking properly

I'm applying a decal to the windshield, and I've followed all the instructions to the letter, but after two hours, I still cannot remove the plastic backing without also un-sticking the letters. Should I just try again tomorrow after the wetting solution completely dries?

Yes. Or force it dry with a hair dryer or heat gun. Also when peeling backing off,press down on vinyl in front as you peel. Do not peel straight up and off. But at an angle.
