i looked at a used 2020 gt 500 today. it had 1100 miles on it and they still wanted 10 g over list. remember this a used car. my problem was the tires were 4419 dot on the front and 52 19 on rear and car was built on 7 20 . is this normal?

Yes. My 2014 built in April has tires from 2013. My wife’s car was built in June 2016 and the tires are early 2016. Nothing to be worried about.

IIRC it just means the tires were produced during the 44th week of 2019. The rears being a different size just implies they're from a different batch. Pretty normal. Doing standing burnouts to shred tires within 1100 miles is very unlikely. It's very possible it was taken to redline a few times though because, who wouldn't?
