Coolant level

'19 Mustang GT 5.0 Convertible
Hi all -- I opened the hood today, cold engine, and noticed that the coolant level in the tank was considerably below the fill line (see image). My question is -- is the level supposed to be measured when the engine is cold or hot? I'm asking since I don't want to accidentally add too much coolant if these are actually normal levels for a cold engine. Thanks.

The Min line should be when its cold. When the coolant gets hot it normally raises to the Max line. I would just add between Min - Max line when cold.

I add mine to the max line when it's completely cold it has not overflow anything at all.
