And the voltage from the positive cable to the negative cable with the cable grounded to a bolt on the chassis:

I don't have a fancy fluke, but my trusty craftsman shows 0.007 volts without the negative battery terminal connected. No sparks, no danger, etc. It does look like my negative terminal needs a good cleaning.
7 millivolts - dunno if that can start a fire/spark. And I think one of the points of contention was touching the -ve cable to the chassis (the voltage across which is bound to be 0.000V)

I'm not really sure what you're trying to say. 7mV isn't going to do anything. There was probably some tiny residual charge on the line or maybe that's just the accuracy of the meter. When I took the measurement, the negative cable was grounded to the chassis through one of the bolts on the shock tower.

I can create 7mV with a small potato cut in half for 12.1 minutes. :)

I remember a RaceTrac that accidentally filled the normal gas with diesel and screwed up a ton of cars like a decade ago so I’m sure it’s possible.
