Car did not shut off properly.

Just now, as I got home I turned the ignition off, but the car did not shut off but it was making weird noises and the rpm was going up and down back and forth. I pressed the on/off button again and it did shut off. When I started again, it was operating fine. Anyone had this problem?
Also for manual transmission, in neutral if I swing the shifter ti right, it makes clicking noise from the bottom, no noise when I push it to left. Is this normal?
