Am I Missing A bolt ? Help

Hey All,

so i had the Pedders Xa installed on the car but i ended up hearing a lot of clunking from the rear.
While looking around the IRS , I found these , is it normal for the thread to be that way without a nut. Is that the reason for the clunk noise when i go over bumps and unever roads.
