Is there a reason why our album size has been reduced from 30MB to 10MB?

It should be 50mb. Can you please screenshot where you see the limit is 10mb?

I can't. That's the problem. I tried to add an image to an album and received the message, "The file you have uploaded is 1.7 MB which exceeds your storage quota and cannot be uploaded. You have -20,322,304 bytes remaining." The only other information I see that led me to think a 10MB limit is this:

Max. dimensions 1,600px x 1,600px
Max. file size 10 MB
Remaining storage 0 bytes

The storage space obviously was reduced considerably since I have deleted a number of images and it still says I have negative 20MB remaining.
