2019 auto rev matching

With 2019's starting to pop up, i was just curious as to how this new feature works.

Is there a way to toggle it on and off?

Or is it actively on and rev matching all the time?

From what I've seen it can be turned off.

Whether it is on at every startup I am not sure.
