2017 mustang front strobe lights

Hey everyone im new here so hopefully im posting in the right sub. Ive seen other mustangs with flashing strobe lights in the front (turn signals) but they strobe without using the turn signals. How do i do this? Are they bulbs or harnesses? Educate me please . Or is there a way to make my fog lights twinkle/strobe as well?
