It has more to do with what type of car it is. Many cars with manufacturer plates are nothing special and ate pulled from the line or are a competitors vehicle and require only permission from the OEM to drive them.I'm sure you could look into it if you want. Being a preproduction car and not being able to buy it yet means that it's most likely a manufacturers car. If that's the case then I believe you must have a Manu tag on it and keep a person able to drive those on hand on public roads.
