If you can feel the scratch with your fingernail it's not really going to buff or sand out - unless it just got into the clear coat and didn't reach the base (color coat). From the picture it's very hard to tell, but it looks like it's down to the primer / metal. If that's the case, nothing will really "Fix" it besides adding some filler type chip / scratch repair or sanding and repainting.

touch up paint, wet sand to smooth it, and compound. i had to do the same on a nasty chip on my a-pillar about two weeks after I got the car...
