This ^^ I worked at a Ford plant for a few years so I pretty well understand many of the repair intricacies when it comes to body panels and paint. Repairs don't just affect the immediate area, there are lots of prevention methods for damaging other components (i.e. fuel tank as you mentioned)...
It is. It is harder to remove, but adhesive under the paint won't continue to grow, unlike corrosion. In fact, the only issue with it is that it is an eye sore. That little bit washing out of the hem won't change the structural integrity of the panel.
It is a HUGE pain to try to remove though...
I agree with @BlackandBlue. Try opening a PP case, worst case scenario they tell you no. Or simply do a CC chargeback. I think that is a much simpler route anyways. Your CC company works for you and they're generally very quick. PP doesn't give a fugg about you or your money.

A bulge/bubble in the sidewall is never a good thing. That means that the tire has a split in it and the only thing holding air is the outer most layer of rubber. This USUALLY happens from hitting a pothole or hard bump and the wheel pinches the tire hard enough to destroy the inner sidewall...
That's a fair statement, but so far you have sided with the company without even knowing their side, other than what OP has told you. Which is not fair.

I have done this all by myself, in my garage, on jackstands, with all hand tools... I'll pay someone else to do it next time. I think it took me 14 hours total.
I feel for ya brother, I really hope this all works out, I'm sure you're incredibly frustrated, but it'll all be worth it once you hear that thing fire up!
