I would think Ford would have to compensate people with no modem in some way. I don't see how a company can sell a product with missing parts and not do something.

If my car has no modem and they can't fix it I'm going to ask for a new car. I suspect mine has no modem because I can't get Ford Pass to work even though I followed the directions precisely.

I like 3. The only complaint Car & Driver had was the big round stock Bullitt badge. They suggested replacing it with a GT one. I don't really mind it but 3 is more elegant and seems better on the badgeless car.
