I notice similar speed drops when my car is hot (not overheating, but certainly hot). 1st and 2nd lap of the session straightaway speeds are about 3-6 miles per hour higher than 4th or 5th session. When I glance down at the oil temp gauge, it is at the "yellow".

Spacers on the front! Sorry to hear about your tire. But it just seems the offset is a little high if you are rubbing the inner side of the tire on the coilover. 19x11 here and no inner rub on my coilovers (effective offset is ~ ET22).
I second the Federal 595 RSRR or RSPRO (I haven't personally used the PRO yet, but hear they are very similar, just quieter). Best bang for the buck tire for street/track driving. Unfortunatly don't come larger than a 275/35/19, but they seemed wide for a 275 on 10" wheels.
