Another vote for Sonax. It's Great stuff and it's cool how it works. It goes on green and changes to red when it's working on the dust. It works quickly too. They also say that it's Ph neutral, so you can use it on any wheel.

If it is bolted and double sided taped on (which seems a little silly in my opinion because one is good enough, two is just redundant. Here's how I'd do it. To get the spoiler off, of course you have to have access to the bolts and then unbolt it, and then you can use a high test fishing line...
