Buy it, take the rusty stuff off...get new pieces or clean up it with rust removal and drive it. Since you live in Va and want to drive year round, if you buy a pristine one......it's going to get exposed to salt and sand too. So then you've negated as to why you bought a super clean one.

Lots of hidden driveways and roads back there. So one has to be careful. It’s about 30 minutes outside DC so that’s as hilly as it gets. I’ll go to Wv and Pa this summer for some hilly ones. RT33 in Va and Wv is great.
