Nope, line lock actually locks the front brakes so the car doesn't move. It's designed for burn-outs prior to a run when drag racing. You can turn off the traction control separately and spin the tires as much as you want while also moving.

Actually it refers to this 1962 design proposal for the production car by Gale Halderman, not the Mustang I concept from the same year. The opposite side of the clay model had the production style side scoops like this sketch.
