Um. No. It's not. Smog levels in places like Los Angeles and San Jose are MUCH better today because of those 60s, 70s, and 80s, pollution control devices on cars. Are the devices better today? Duh. Does that mean earlier devices were worthless? Hardly.

All I will add is that anyone who thinks fewer emission controls is a good thing did not visit places like San Jose or Los Angeles in the 60's and 70's.
