More conversation with Ford. Apparently some cars will be sent from the first batch with brackets attached (non specific how many). They will go out to the dealers with a bracket removal tool and drilling is not done or minimal. That's the best info I could get from Ford customer service...

I'll do that but if it's part of their schedule to fit the brackets they probably already did so. Do you have an address that might get through?

Just got the call from Ford informing me my car would be sent out to the dealer this Friday. I repeated my request that plate brackets NOT be fitted. She took note and promised to call me back on the request. Not holding my breath.
