Oil pumps are positive displacement. That is, they produce constant flow at a given RPM. If the oil is cold, it will have higher viscosity, and that means higher pressure.
But I don't see what that has to do with valve buildup.

That's a good question. From a cursory investigation, no, but the information could be somewhere in digits 4-8.
If you're looking for a quick way to verify if a car was PP2 from the factory, check the door jamb sticker. It'll show the 305 tire size, which was only available with PP2.
