No but removing the top section of that console takes less than 2 minutes. You don't have to remove it anyway. Just have to pull it up and move it back a bit to remove that trim plate that is between the USB port and 12 volt port to get to the screws behind it.

It will be tight if you use a 21mm socket several times on the lug nuts as it will distort the aluminum cap over the nuts. However, using a good 13/16" socket on the new lugs, you should have no problem.
