The 5th gen ZL1 beat the GT500 in a majority of head to heads...due to the Cobra's terrible brakes and suspension set up.

This is a legit gripe. The stock Camaro SS can run the track without issues. A GT with Perf Package can run the track. The base GT350 should run better than the GT PP at a minimum..because this car invokes the memory of a track legend. I'm guessing this is why in 2017 you get all the TP...
