Thanks everyone for your suggestions. I used the 3M adhesive that was in DougS550's reply and it seems to have done the trick. The only time I drive it is to take it to a few car shows so it doesn't get a lot of abuse. Only time will tell if it holds up.
Yes, there are holes in the panel, and you can feel part of the fasteners that broke sticking out of the back of the roundel. I just don't know if you have to purchase an entire new roundel or if there is a kit of some kind that will re-attach it. No, I cannot hear anything rattling.
