What would that have to do with the stage one? Isn't that just a tune? It still says not legal in California with the tune so it can't be the air filter right?

I don't understand why any of the performance packs aren't legal in california at all seeing as that it doesn't alter any of the emissions components (eg catless or high flow catted downpipe)What would that have to do with the stage one? So apparently there are 11 states that have adopted California's emissions standards. So if you live in one of the following 11 states you're SOL for these power packs:
New Jersey
Connecticut
Vermont
Washington
New York
Maine
Rhode Island
Massachusetts
Oregon
Pennsylvania
Maryland

Any aftermarket stuff would be separate CARB# ,which seems to be getting less an less .
