For what it's worth, I bought a 2018/2019 key as a backup for my 2015 GT and I use it daily. They're alot cheaper as well, I think this is because more cars are compatible with those fobs. Got mine from here for $50: https://www.carandtruckremotes.com/2019-ford-mustang-smart-remote-key-used.html

Aside from that, if you don't already have two keys I think the dealership needs to program the fob.
