Windshield Wipers Meet the Hood!

Is it just me or are the windshield wipers supposed to be able to be pulled back when the hood is down? I was drying my car yesterday and I tried to raise them up and the driver's side hits the hood before I can manage to raise it all the way. I did a search and I don't think anyone has addressed this yet.

I did see this mentioned somewhere else. Fix is to turn the wipers on, then turn the car off while they are straight up and down on the windshield. That allows you to raise them for cleaning or changing.
