Interesting. This is what the eBay seller had to say:

set (4) 19x9.5 19x11 Ford Mustang Tremor black wheels
Genuine factory OEM Ford wheels
We stripped these wheels and powder-coated these wheels in black
staggered set of wheels, these wheels come from Ford in 3 different widths:
19x9.5 19x10.5 19x11 - This set is 19x9.5 front and 19x11 rear
Came on: 2018-2020 "Tremor" models
This set comes with black Mustang center caps
The rear is +48 and the front is +40

I suspect what the eBay seller has is Ford Performance PP2 replicas.

HPP with the handling pack uses a version of the PP2 wheels. In this case 19 x 9.5 wheels square fitted with 265/40-19 tires. I don't know the offset. I would stay square as the car came that way both HPP and handing pack. Without other suspension mods to take advantage of the staggered setup you are just increasing your costs.

I'll tell you these are plenty for HPP!

Good call, I forgot about that. So the seller is offering the front wheels from the HPP and the rear wheels from the PP2. I’m thinking no.

yep that is the seller. But Ive decided to move on and exercise other options if I ever decide to switch wheels. For now, I'm not changing a thing because I love this car and it's perfect. It just took the good people in this forum to remind me of that. Thank you all again
