I guess to dumb this down... the glass on the end of the camera (at least in regards to a DSLR) is far more important than the body itself.Don't just look at megapixel ratings though- good quality optics are more important, IMO.
Pick up a cheap camera in the Canon Rebel series and a 70-200 f/4 lens, and you will get pictures you never thought you would be able to take.
A good lens on a cheap body will always give better results than a cheap lens on a good body.
Way back in the day (man I'm old) I had an original Canon Digital Rebel 300D. I bought a 70-200 f/2.8L and constantly was blowing everyone away. Guys with the 20/30D and the 1D's with cheap ass zoom lenses just couldn't understand how a plastic 300D was taking better photos.
