Vacuum gauge weird indications while revving

I noticed my vacuum gauge when parked and applying constant throttle like 3k RPM, vacuum gauge would increase then come back to 17inhg and stay there while reving at a constant 3k RPM. notice a small loss in power, I cant remember if that was normal or not. I get a constant 17inHg at idle which i know is normal, and indicates no vuccum leak.
