Smallest Wheel for '16 GT Performance Package

Does anyone know the smallest wheels that can fit over the Brembo brakes that come with the 2016 GT Performance Package? I want to rock thick sidewalls (in the winter for my snow tires). How small can I go? Would 17" fit?

Stock is 19x9 and 19x9.5 staggered
