Possibly dumb question about turning steering wheel/tires

So I was trying to turn my tires to get more access inside my fender. Is there anyway to do this without starting the engine? Turning the car on without starting the engine kept the steering wheel locked, and doesn't unlock for me without starting the engine.

Is this as designed, or am I stupid? :lol:

You can turn the wheel by turning on the accessories, but not the engine but you won't have power steering and it's a real bitch to turn. You're better off starting the car and turning the wheel.

Oh ok. That's what kinda what I figured. I tried turning the wheel in accessory mode, but it felt locked. Lack of power steering makes sense.
