I used to have the hood fluttering getting into higher speeds and fixed it unintentionally. Since I wanted more air to hit my radiator and heat exchanger and perhaps help with under hood temps, (not that I had a problem, I just like to tinker with stuff) I drilled out ALL the holes in my upper and lower grille and removed the rear rubber seal under the hood that touches at the firewall. Hood fluttering was gone. Even at stupid high speeds. I also removed my under hood insulation before I did any of this, but that didn't change the fluttering.

@WhiteyDog So the rear seal removal helped? How did you pull the pins without damaging the rubber? I looked into this, but my trim remover tool is too big, and then I kind of forgot about it.

Did you mean me? If you did, yes, it seemed like removing the rear rubber seal helped. I cut out my hood vents to open them up more, BUT that was done well AFTER I removed the rear seal. As for removing the rubber seal, I think I just grabbed a hold of where the pins are and pulled them out by hand. Rubber wasn't damaged at all.
