Large oversized pictures distorting threads

Is there any way the forum owners can cap the size of uploaded or posted pictures so those are not constantly distorting the size of the threads they are posted in?

Is there a setting in User CP where the User can correct this from constantly happening?

I mean some of the pics are so big, that it makes the post below shrink and when I expand that post to read it, the picture only gets larger and the entire thread is totally out of format.

This thread is a good example - the pic is huge, and due to pic size, it blows out the thread formatting so that the posts under it are tiny....which I then have to resize just to read...

Yes, ipad 2 and iphone 6.... And it doesn't matter which browser I attempt to use...
