Absolutely not. On foot brake you should make some boost and a 2 step should bring the car up on full launch target boost, hell even at part throttle putting around town you should see some boost. 5862’s @9.5 compression should see you in full boost somewhere between 3-4000 rpm.
I believe you have a different issue. What exhaust set up are you running? From turbo to end?
It’s a GT350 exhaust with no mufflers all the way back.

That’s a bit small, you may want to think about getting some pressure readings pre-turbo and post turbo. Even on a smaller turbo, say with 48 exhaust side, 3” is the minimum. What I’m hinting at is you may have a back pressure problem even though you have boost at WOT. If testing does show back pressure, you’ll make more boost sooner and more power with less boost by freeing up the exhaust flow.....and your turbos will last longer.
Remember a motor is nothing but an air pump, coyotes breather very well, if the exhaust is having problems getting out, the the intake side will have problems getting a full breath, slowing power production down.

Did you unbolt exhaust and go do a quick test?
That’ll help, however the down pipe will still have back pressure.
