How do I fix it?

My rear quarter pillar rattles really loud on the freeway, I took the panel apart and put felt on the edge of the panel facing the glass, hoping that might solve the sound. But it didn't. While I was messing around back there, I noticed the long panel that the quarter panel plastic clips lock into makes the loud metal rattling sound I hear, when I tap it. The driver sound doesn't do that. It's hard to describe but I highlighted it in the picture and if you look in your car, you'll notice. I don't know how to fix it? Is it loose or do I need to but some padding back there? It's a tight space. Any words would help, it's super annoying and I don't want to take it to the dealer. :frusty:
