What are the normal readings for inHG Vacuum and Air/Fuel Ratio?

No such thing as "normal" for those.

Vacuum starts negative with the throttle plate closed and goes to 0ish (unless you are running forced induction) when you have the car at WOT.

A/F ratio will hover around 14 when cruising and 11-13 when you give it some gas. This is all tuned to a fuel map which uses different parameters such as engine speed, throttle position and air density to calculate the appropriate A/F mix. Gasoline is perfectly balanced with air at roughly a 14.7:1 ratio, this creates a lot of heat though so most cars run a tad richer (though very lean for a car) at 13-14:1 for normal cruising. They really richen it up when you romp on it to 11-12:1 to "cool" the burn a bit.
