Is there a double sided tape that's best for this?
Any double sticky tape will do if you just plan to leave it on long enough to get it signed off. If you want a more permanent dbl tape, look for a 3M tape. I think they come in different strengths.

For just the sign off using cheapie tape, as long as you can't pull it off with minimal leverage, you are good to go for the day.

I've owned 6 vehicles in the past 10 years and all have had front license plate removed since day one. I've been stoped for no front license plate about 3 times. All have been on the 10 Fwy from LA to Fontana. It's always been a simple fix a ticket but one time I got hit with tinted window ( even thou windows were rolled down ), modified exhaust, no front plate, speeding 2 mph over, oh and HID lights in my '07 F150. All in all came out to $500.00 +. Other than that, haven't had any other problems since then. ( knock on wood )

I've not had the state issued plates on front ever since I first had a CA registered car in 2010 (Previously I was registered in Michigan - One of the benefits of the Military) I've been pulled over for speeding, and not once has the plate been mentioned. It really is one of those things that's 'at your own risk' as well as 'your mileage may vary'. I also take an extremely respectful tone with the officers as well.

It also might help that even though I had 'euro style' plates, they always contained my actual plate number. Sure, it's still not 'legal' but it's as close to compliant as I can be while not using the actual plate.
