You can go to Lowe's/Home Depot and find Hillman plastic plugs for less than a dollar per pair. Go to AutoZone and grab a duplicator paint pen, and your done for around ten bucks, plus have a paint pin sitting around for inevitable rock chips. If you grab some, aim for 1/16 in smaller than the hole in the bumper. My plate screws were quarter inch, and 3/16 plugs fit perfectly- snap in and stay

I am going to try and fill the holes with bumper repair epoxy, prime and paint them.

2 issues with mine though: The guy who drilled the holes did a crappy job and the holes dimple out about 1/8 of an inch from the bumper. They also screwed on a cardboard dealer ad plate that, because it was not at thick as a metal license plate, the screw went right into the bumper and that needs to be fixed as well.

I will post pics of the current state and the progress of the repair when I get to it.

My bumper was pulled out too because of the screws. I used an xacto knife and bevelled the edge, basically countersinking the hole, cutting away the bulge. the pins laid perfectly flat and tight to the bumper after that.
