Far left bar on left taillight flickers when engine is on

Hi,

The far left bar on my left tail light flickers when the engine is on and my headlights are on. It doesn't flicker when it's in the same mode but the engine is off. It also doesn't flicker when they show full brightness (breaking lights). Only when the night time driving lights are on and the engine is on.

Anyone know what it may cause? At first I thought it was a chewed out wire, but wouldn't that make it flicker even if the engine is off?

Here is a video of the issue. The flickering at the beginning is just video framerates acting w/ led lights, it's normal. The problem makes itself known at the end.
