19GT PP1. AC works fine and so does cooling seats. What I am experiencing is when just running vents circulating ambient air. Air Temperature is substantially higher then outside air. Same for fresh air or recirculation mode.

Thoughts-recommendations?

My 17 does the same thing. There is a tremendous amount of heat from the engine that is transfered to the ducts. When you have outside air on it is coming from the engine area usually by the windsheild wipers. Even on circulating, especially during the summer months when the plastic is heated up by the sun combined with the engine heat the air will be hot.

I've also noticed that the "fresh air" vent setting on my '18 gives me hotter air than my previous cars. I pretty much have to turn on AC anytime it's sunny and the outside air temp is over 60 degrees.

Going off on a tangent: when on the recirculated air setting, where is it taking that air in from? Is it sucking it in from the top dash vent near where the windshield meets the dash? Or is it sucking it in from somewhere under the dash or in the footwells?

Yes, under the dash.

IMO, the cowl fresh air intake is not sufficiently sealed off from the hot air in the engine compartment. Check out the hood to cowl seal. The cowl fresh air intake is open to hot air on the left and right side of the engine bay. Poor design.
