At what point can COTUS track a vehicle?

I have been trying to track several vehicles that my local dealer has ordered.
I searched Ford Inventory and found the VIN #s for them.
Two are listed as waiting for transport. One is listed as "no vehicle found",
even tho' Ford Inventory lists the vehicle, its VIN #, color, engine, options, etc.
So, at the beginning, the VIN # is just in the 'cloud' without any reality except as an order submitted by a dealer?

Other way around. Cars are in COTUS long before they get a VIN.

Then what's going on with COTUS?

Using Ford Inventory, I can look at about 50 vehicles ordered by dealers within about 100 miles radius of my home. Using Copy/Paste I have carefully transferred more than 10 EB vehicles VIN # into COTUS. Of those, five showed "no vehicle listed".
The one I really wanted to check on was a TY GT Premium ordered by my dealer. Two weeks ago, using its VIN, COTUS showed that it was being assembled. Last week, I went to see if it had gotten out of the factory and was waiting for transport. But instead, COTUS stated that no vehicle with that VIN exists. The GT is still listed with its VIN in Inventory as being ordered by my dealer. But COTUS insists that it no longer listed.
