You will get water there when it rains or you wash the car. The main seal is just inside that panel. Yes there is also seal on the door itself. The door seal is kinda a supplemental seal. Blocks some water/dirt/grime and helps with road and wind noises. There is a void where that 2nd seal meets...

I am wondering if the inner sleeves are able to rotate when installed? I believe the OE inner is locked.

How much spacer on the front?

I have a base GT with the drive modes. Will this override the different throttle profiles on the different OE drive modes? Or will the throttle curve stay the same regardless to the drive mode?
