Cars are sent to the dealers with all the fluids in them, including oil and some gas. They have to be able to drive them onto car carriers to get them there and drive them off.

This whole thing stinks to high heaven. If it was me I would take the car to an independent tire shop that you trust and explain the entire scenario. At the very least ask them to balance the wheels and see if they can. If they can't they should be able to tell you why.
