Mine have been difficult as well- what works most of the time is to firmly press back on the upper seat back while pulling up the lever. Saves having to reposition the seatback every time.

I haven't been tempted to tattle (yet, lol) but since you can only temporarily insure an unregistered car in NV, safe bet if they are unregistered, they are uninsured too. Insurer claims that is one of the reasons why we have such high insurance.
