Hydrophobic properties are not the sole indication that a coating is failing. There are other reasons for hydrophobics diminishing. Contamination/clogging are possibilities.

That said, hopefully they explained to you that coating longevity depends on many factors:
Miles driven
Environment driven
Maintenance practices by the owner or the detailer
Quality and competency of the installer(I'm betting this was the issue or...
If it works even once, and everything else on the wheel is working, to me that rules out the clock spring(although not impossible) and I'd start looking for a problem with the horn button and its contacts itself.
