No. They are part of the Handling Package for GT350 and pre 2019 GT350R and stock on 2019+ GT350R. I purchased them separately and ended up not installing them.

I'd be cautious using a cutting tap. It can remove material and reduce engagement resulting in stripped threads. A thread cleaning chaser/tap should be used. They are designed to not remove material. They work great for cleaning out loctite. Example...
